I am thinking that if you do not use “Per Monitor”, your problem will probably be fixed. I don’t know what the other choices are, but don’t choose that one. 
I’m away from my computer right now. There is a bug in the shipping SV templates for the dpi awareness part of the manifest.
Search for @Mike_Duglas fix for this, I believe it’s linked on here somewhere.

May I ask a stupid question: does C12 generate correct manifest, or nothing has changed?
If VistaManifest.tpw is where that magic happens, then no change.
The C12 Templates are the same as 11.1 except for some 1 line changes to 4 files. Same for LibSrc which has 5 files with changes in ABFuzzy and RTF.
