Edit. I should add it also reminds me of the organised crime I was born into that seeks to keep quiet whats been done to me. Veiled threats and all that lot!
If you replace the Mute checkbox with a radio button for 0 then you make all the radio buttons line up. Surprised some UI expert didn’t see that already 
No, Mute is not equal to volume 0.
Why not? If no sound comes out what’s the difference?
When you uncheck mute it returns the previous level without you have to know/remember that level and select it.
Well now you’re just adding extra requirements
Volume 0 radio loses unmute functionality.
