FM3 and connect error in MSSQL. Takes forever to return error

Anybody knows why MSSQL Express 2014 and later takes forever to report a connection error.
Using Clarion Ent. 11 FileManager 5.59 On Windows 10.
Or is that just my experience.

Does the ODBC 32 bit control panel test button take the same period of time to connect (or timeout) as Clarion?
