Yes , but I want to know the script to process the operation
To call from Clarion you could probably do something with the Run command. Have you used that one before, check what it says in the Clarion help and show an example here that explains how you think it could be used. Give us a starting point 
Did you already find anything on the internet that will help for the powershell script? There should be loads of examples around. If not powershell then look for C# of VB.Net examples which can often be easily converted to powershell.
More importantly, why do you want to stop the user from changing their date & time formats?
