HttpWebRequest doesn't appear to be passing HEADERS through C10

Any idea if this is a bug or just needs to be done in a very particular way?
I’m trying to use HEADERS = ‘SOAPAction|“http://tempuri.org/IWSX_FISService/WSXRequestHarvestUnitParts”’.
