So whilst not strictly in-accessible to Clarion, they do state
The goal of the win32metadata project is to provide a complete description of the Win32 API surface in metadata so that it can be projected to any language in an automated way,
it might be something for Clarion.net and could be a way to put Clarion.net on the map with more exposure using this MS repo and project.
I did note in their github page they have a screen shot of SharpDevelop ILSpy in the readme.md
