NetTalk Webform -- File Loaded Drop List "COMBO" field

I am spinning my wheels:

Does anyone know off the top of their head - can I have a file loaded drop list combo field on a NetTalk web form? I got the File Loaded Drop List, but can’t free form entry into it.
