Is there a simple way to create an effect like the web’s “on hover” to display data?

I want to declutter the legend area (which identifies icons and colors) on a busy window by allowing the user to hover over a region to show the legend and have it disappear once they mouse away from it. Something like a tool tip on steriods, but I want to display a small window area with text and icons rather than just text.

Thanks. I did already look at that, but it’s not quite what I’m looking for.

I want pixel-level control over a pop-up window so I can place icons, color descriptions, and text on there. If there isn’t already something like that available, I think I’ll use a small splash window instead.
