all windows controls working in resize strategy except TOOLBAR controls
is there an omitted parameter

I think the toolbar is seen as a separate entity to the window, all controls are SKIPped and dont retain Focus and it might have its own resizing because of a comment in the Toolbar help page just above the code example:
The height of the displayed toolbar is the maximum height of the “tallest” tool, whether global or local. If any part of a control falls below the bottom, the height is increased accordingly.
