It looks like a relatively simple app related to health care payer info data entry. My spidey sense gives me the impression that the client is likely somewhat new at outsourcing, so you may need to do some work to help them expand upon their project description before deciding what the investment/timeframe will be. The job was posted in Nov 2018, so it may already be filled elsewhere. On Upwork, the job does not show that it was filled.
