I have responded on your blog post as well.
I recently had this issue with an insider preview machine I use. With Insiders it was a known issue and Microsoft pointed to this link as a fix.
I hope this helps someone, because when you get that warning it’s quite concerning.

I wondered about setting the owner to “SYSTEM” but I don’t see the logic of setting user files ownership to SYSTEM, which is why I chose “ADMINISTRATORS” instead. I hope it doesn’t break anything else in future
