It would appear that Azure does not think I am who I am and I’m at odds to what to do next. Any and all suggestions appreciated. Never had this problem before…
Sadly “they” do not say why it failed so I can try to fix it and I have no idea who to contact, if anyone, that would know.

I had the same problem, I started by opening a support ticket here:
I think in my case the problem was the domain. I attached invoices of the domain payment, a letter from the registrar, and urls and screenshots of the domain WHOIS data (publicly available). All of this matched what I had entered in their site.
I started the verification process in February and was rejected like you in May. After two support tickets and resending some documents, I was finally authorized in June.
It’s a very frustrating and opaque process.

I recently got locked out of my MS outlook email address used for my Github account.
Despite having the email accounts linked to other outlook.com email accounts which I could access fine, the only way I managed to recover the account was to install the outlook app on android and add all the outlook.com email addresses into the one app.
This stopped MS Outlook.com from offering to send verification codes via text and email because it could tell it was all setup on the one phone. I even had the github password in my webbrowser password manager but it wouldnt let me in.
If there is an Azure app for mobile phones, and if you have any outlook.com email accounts maybe installing their respective apps all onto the one mobile phone will stop the verification options and give you access back.
There’s a couple reasons why I think this works, I have an android app which requires a gmail account to run, MS can pass liability to Google ultimately. The outlook.com app can also access phone facilities, and will have fingerprinted the device so it can see its the same phone that the github app used to be installed on.
MS will send verification codes to outlook.com email address but they take hours to show up in outlook,com when using a webbrowser like firefox, but show up instantly when using the app, and vice versa. They can choose how quickly they show the verification code email on different devices.
So if an Azure app for mobile phones exists and if you have an outlook.com email address, load the apps onto your mobile and get them setup, device fingerprinting seems to be part of the security measures.
FIXED, although my mind has gone through hell trying to get MS to accept WHO I AM! ![]()
Tomorrow I begin testing my installs to find any bugs I introduced getting ready for C12.

Im sure everyone would like to know what steps finally got your ID accepted? Its certainly a very very interesting issue everyone would be interested in. Waiting months for verification months on end is unacceptable. Worse then opening a bank account in sweden.
Patience. Lots and lots of patience and a short cheatsheet from Charles.
I had to create several new Azure accounts until I got it correct. The biggest problem was getting them to recognize ME! Once I got the validity passed I finally had something to work with.
Then it became a cat and mouse chase attempting to get a certificate for that identity.
Other than hideous aggravation I seriously do NOT recall. Too many attempts got everything seriously foggy!
